一、钦州概况
1.Overview of Qinzhou
l 钦州，位于广西壮族自治区南部沿海，地处北部湾中心位置，毗邻粤港澳，背靠大西南，面向东南亚，素有“岭南古郡、千年陶都、英雄故里、海豚家园、魅力之城”的美誉，致力打响“钦近东盟 共赢之州”品牌。
Located in the southern coast of Guangxi Zhuang Autonomous Region, Qinzhou is in the central position of theBeibu Gulf Urban Cluster,and adjoins Guangdong-Hong Kong-Macao Great Bay Area in the east. Qinzhou backed by Southwest China, and facing Southeast Asia.Qinzhou is renowned as "the ancient county in South of the five ridges, the millennium-old pottery capital, the hometown of heroes, the home of dolphins,andthe charming city".
l 全市总人口420万，陆地面积1.08万平方公里，海岸线长563公里。2021年地区生产总值（GDP）1648亿元，增长10%，增速排名广西第3位。
Qinzhou has a population of about 4.2 million, covering 10,800 square kilometers of land and 18,900 square kilometers of sea. In 2021, the total GDP was 164.7 billion yuan and the fiscal revenue was 20.4 billion yuan, ranking the fifth inGuangxi Zhuang Autonomous Region.

Qinzhou has built more than 90 docking berths, a 300,000-ton level crude oil wharf, and the country's first automated container terminal for sea-rail combined transportation, with an annual passing capacity of 1.02 million TEU.

Qinzhou ranks 47th in the top 100 list containerized ports in the world, and 12th in the China's major coastal ports .
l 2021年港口货物吞吐量1.6亿吨，集装箱吞吐量463万标箱。
The port handled 160 million tons of cargo and 4.6 million TEUs of containers in 2021.

l 打造绿色化工等五条千亿产业链、5000亿元以上产业集群，远期向万亿元产业集群迈进。
Qinzhou will build five industrial chains of RMB 100 billion and industrial clusters of more than RMB 500 billion, including green chemicals, new energy materials, maritime equipment manufacturing, electronic information, grain, oil and timber commodity trading, etc.

l 高水平共建国家“十四五”重点推进工程——“一带一路”西部陆海新通道。

l 加快建设平陆运河，5000吨级船舶通航，通航能力1.3~1.8亿吨，较广东出海缩短560公里。
Qinzhou will Invest RMB 70 billion to build the Pinglu canal.The canal will be open to shippingwith about 5000-ton, The navigable capacity of Pinglu Canal is 130-180 million tons,andthe canal is 560 kilometers shorter than Guangdong .
l 开辟国内外集装箱航线66条，覆盖全球100多个国家和地区的200多个港口，香港、新加坡实现“天天班”航线。海铁联运班列开通至成都、重庆、昆明等西部22个城市，每日接送班列超过20趟，累计开行超2万列。
66 domestic and foreign container routes will be opened, covering 311 ports in 106 countries and regions around the world, with Hong Kong and Singapore realizing "everyday" shipping routes. Sea railway trains will be running to Chengdu, Chongqing, Kunming and other 22 western cities, with more than 20 shuttle trains a day and more than 18,000 trains will be running in total.
二、园区概况
2. Overview of the Park
钦州石化产业园位于中国（广西）自由贸易试验区钦州港片区，是经广西壮族自治区人民政府批复的专业化工园区。园区规划面积约76平方公里，由金谷片区、鹿耳片区和三墩片区组成，是国家首批循环化改造示范试点园区，连续9年荣膺中国化工园区30强，近几年排名前20。园区已入驻生产、销售及配套服务业企业超过60家，具备1300万吨炼油能力，生产储存化学品达17类110多个品种，化学品动态总量超2500万吨/年。
China Petrochemical (Qinzhou) Industrial Park is located in Qinzhou Port Area of China (Guangxi) Pilot Free Trade Zone. It is a 100 billion level industrial park approved by the People's Government of Guangxi Autonomous Region. The planed area of China Petrochemical (Qinzhou) Industrial Park is about 76 square kilometers, including Jingu Area, Sandun Area and Luer area, which is one of the first batch of recycling demonstration and pilot parks, ranking the top 30 chemical industry parks in China for 9 consecutive years. More than 40 enterprises have settled in the park.The industrial park has a crude refining capacity of 13 million tons and is able to produce and store more than 110 varieties of 17 kinds of chemical products. The dynamic total amount of chemicals reaches 25 million tons per year.

l 烯烃及下游深加工产业链。依托大型炼化一体化、丙烷脱氢等龙头产业项目，延伸发展聚烯烃、环氧丙烷、丙烯酸及酯、EVA、丁苯橡胶等下游产业链，兼顾C5、C9、油浆等深加工产品链，形成链条完整、产品丰富、关联密切的产业集群。
Alkene and downstream industrial chains. Relying on leading industrial projects such as large-scale refinery-chemical integration and propane dehydrogenation, the park will extend and develop downstream industrial chains such as polyolefin, propylene oxide, acrylic acid and ester, EVA, styrene butadiene rubber, and take into account deep processing product chains such as C5, C9 and slurry, forming an industrial cluster with complete chains, rich products and close connections.
l 化纤纺织产业链。围绕120万吨PA6、600万吨PTA及聚酯、40万吨PA66等重大产业项目，重点发展“苯－己内酰胺－聚酰胺”、“PX－PTA－聚酯”产业链，延伸布局长丝、短纤、瓶片、工业丝等下游产品项目，打造大型“涤纶+锦纶”双产业链化纤生产基地。
Chemical fiber textile industry chain. Focusing on major industrial projects such as 1.2 million tons of PA6, 6 million tons of PTA and polyester, and 400,000 tons of PA66, the park will focus on the development of the "bene-caprolactam polyamide" and "PX-PTA-polyester" industrial chain, extend and layout downstream product projects such as filament, staple fiber, bottle sheet and industrial silk, and build a large "polyester + nylon" dual industrial chain chemical fiber production base.
l 新能源材料产业链。以50万吨三元前驱体、磷酸铁锂等产业项目为基础，打造三元和磷酸铁锂“双链条”正极材料，补齐电解液、隔膜、负极材料等锂电池关键材料，同步发展碳酸锂、氢氧化锂、碳酸二甲酯、碳酸甲乙酯、六氟磷酸锂等配套系列产品，加快培育形成千亿级新能源材料产业集群。

With 500000 tons of ternary precursor, such as lithium iron phosphate industry project as the foundation, the park will build ternary lithium and lithium iron phosphate "double chain" cathode material, replenish key materials for lithium batteries such as the electrolyte, the diaphragm, the anode materials,develop other supporting products such as lithium carbonate, lithium hydroxide, dimethyl carbonate lithium phosphate, methyl ethyl carbonate, six fluorine and other supporting products, accelerate the formation of 100-billion-level new energy and material industrial clusters.
l 精细化工产业链。利用现有合成气、甲醇、乙醇、醋酸、乙二醇、环氧丙烷等基础化工原料，发展PCB油墨、2,3-二氯吡啶、纤维素乙二醇、碳酸亚乙烯酯等关联化学品，打造高附加值的特色产业群。
Fine chemical industry chain. By utilizing existing basic chemical raw materials such as syngas, methanol, ethanol, acetic acid, ethylene glycol, propylene oxide, etc., the park will develop related chemicals such as PCB ink, 2, 3-dichloropyridine, cellulose ethylene glycol, and vinylidene carbonate to create a characteristic industrial group with high added value.
l 能源化工关联服务产业链。依托420万方原油储备库、30万吨级油码头等重大工程平台，大力发展以油品为重点的大宗商品交易、原油期货保税交割等业务，着力打造西南地区最大能源化工贸易、物流基地。
Energy and chemical industry chain. Relying on major engineering platforms such as 4.2 million square meters of crude oil reserves and 300,000 ton oil terminals, the park will vigorously develop oil-focused bulk commodity trading and bonded delivery of crude oil futures, and strive to build the largest energy and chemical trade and logistics base in Southwest China.
