The International 354 was built by International Harvester from 1972 to 1975 in Doncaster, England, and under license by IH's joint venture in India, Mahindra Tractors.

The 1972 International 354, built in England, took the place of the old US-built International 404 Utility, last built in 1968. The 354 offered a choice of gasoline or diesel engines. The diesel was the British-built BD-144 previously used in the McCormick International B-275 tractor. The BC-144 gasoline engine was a conversion of the diesel.

The gasoline-powered International 354 closely matched the other models shown in the following table for power, engine size, forward speeds, weight, and price. The US-built Case 470 was quite a bit more expensive. The Oliver was more powerful but was an older design with a less-useful 6-speed transmission.

Tractor Comparison, Diesel Models

The British-built International 354 diesel competed directly with other imported utility tractors: the British-built Ford 2000 and Massey-Ferguson MF135, the German-built John Deere 820, and Romanian Long 350. The US-built Case 470 was quite a bit more expensive. The German Deutz-Fahr D3006 was a smaller, less-expensive tractor.
